Vietnam mandates shared access to public EV charging stations from July 2027

Vietnam will require public electric vehicle charging stations to support shared use by technically compatible vehicles from July 1, 2027, under new regulations issued by the Ministry of Industry and Trade.

The rules cover stations in public areas, centralised parking facilities and rest stops, including outdoor stations and those under standalone shelters. Internal-use stations and those in basements, garages or indoor parking areas are excluded.

Providers of paid charging services must disclose electricity consumption, charging time, prices or pricing methods, and total charges to users.

Charging equipment legally installed before the rules take effect may remain in use, subject to safety reviews and measures to address any shortcomings.

“The technical compatibility requirement is now in place, but actual access rights, terms of use and commercial arrangements still need to be clarified,” said Huan Nguyen Dac, Senior Associate at Rocket Equities.

“From an investment perspective, this is a tailwind for the development of shared charging infrastructure. However, there is not yet sufficient basis to factor into investment decisions the assumption that other automakers will gain immediate access to existing networks, or that charging station investors will see an immediate increase in revenue from this regulation.”

The measures come as Vietnam’s electric two-wheeler and car markets expand rapidly.

According to Motorcycles Data, Vietnam recorded sales of 513,742 electric motorcycles in the first seven months of 2026, up 97.2% year on year. Electric models accounted for about 27.7% of total two-wheeler sales.

Vietnam’s charging market comprises automakers, distribution networks and independent service providers, with V-Green operating the country’s largest charging network with 155,000 charging ports across all 63 provinces and cities.

V-Green aims to achieve 500,000 fast-charging and super-fast-charging guns by the end of 2027 across 5 countries: Vietnam, Laos, the Philippines, Indonesia, and India.

The country’s push towards green mobility is entering a new phase. In August, Grab announced a strategic investment in EBOOST, marking a significant milestone in the charging platform’s growth and strengthening the push to expand electric vehicle infrastructure across Vietnam.

In May, Vietnam National Petroleum Group (Petrolimex), Xuan Cau Holdings, and Selex Motors officially announced the establishment of Vietnam Green Energy Infrastructure Joint Stock Company (VGX), marking an important milestone in the development of energy infrastructure for electric transportation in Vietnam.
